Training Incentive Allowance issue

We've found we may have incorrectly declined some applications for Training Incentive Allowance (TIA). If you're affected, you can apply to have this decision reviewed.

Who is affected

You may be affected if you:

  • applied for Training Incentive Allowance for study above level 3 of the New Zealand Qualifications Framework, and
  • were declined Training Incentive Allowance between July 2014 and January 2020.

We'll contact you to let you know if you're affected, and ask if you want to apply for a review of our original decision.

You can apply for a review until 1 January 2024.

Once you've filled out the form, we'll review our original decision. We may need to contact you if we need more information.

You can also use the 'Payment errors enquiry form' to check if we owe someone else money when:

  • they're not a current client
  • a person has died.

The form will tell you if the person you're making an enquiry for is on the list of clients who may be affected. If they are, you can apply for them. The form won't say how much they may be owed.

If you're getting a benefit or allowance from us, it won't be affected for 12 months from the date we make any payment to you because of the Training Incentive Allowance issue.

If you:

  • still have this money after 12 months, you'll need to tell us and it will be counted for any benefits or payments that are asset tested
  • invest the money you get and earn interest, after 12 months you'll need to tell us and this will be counted as income.

If you don't understand or agree with a decision we've made, please talk with us so we can explain it.

You have the right to ask us to review a decision you think is wrong. You can use the application form on our website, or write to us. We need to get your request within 3 months.

If you have a good reason why you can't ask us to review a decision within 3 months, get in touch. We may still be able to review the decision.
